You’ll also work collaboratively across the council in developing the City Council’s asset management strategies and policies, ensuring the organisation has optimal physical resources to deliver on its aims and priorities, in particular with the Director for Neighbourhoods on the Councils new Neighbourhood Model. You will work closely with Director of Development and Major Projects on key regeneration opportunities across the city. You’ll actively encourage and develop cross-functional working across the whole of the property division and other LCC directorates.

We’ll look to you to manage all aspects of highway maintenance work, contractors, and maintenance teams so that there’s an effective summer and winter highways maintenance programme. As part of the senior management team, you’ll also support the Head of Highways Management in policy development and lead on any that’s specific to Reactive & Planned Maintenance.

The role will see you interpret wider Highways policies to develop maintenance processes and find solutions to more complex issues that have been escalated for a senior management decision. In addition, you’ll lead on the implementation of any new statutory regulations specific to Reactive & Planned Maintenance, and make sure policy is updated to reflect it.

You’ll need to bring us a background in managing contracts and contractors, and in organising maintenance programmes. You will be adept at reacting to emergency situations and directing resources accordingly, plus you’ll be able to solve problems and change programs at short notice.

That means we have a strong focus on our transport planning function, where you’ll have the chance to help shape and develop its direction and strategy.

It’ll see you play a key role the conception, development, implementation, and management of the services economic and operational performance. In essence, you’ll manage and develop complex policies and strategies that deliver active travel, road safety, bus priority and much more right across the city.

As you formulate local transport strategy that conforms with sub-regional and national policy, you’ll also ensure that we meet our obligations in terms of statutory processes ranging from public rights of way to maintaining our highway records. In addition, you’ll liaise with the Liverpool City region Combined Authority to collaborate closely and harmonise policies.

As well as a degree or equivalent experience you’ll bring us an understanding of current transport planning and policy issues in Liverpool. You will be a proven leader who can work with a wide range of stakeholders and bring out the best in transport planning teams, and you’ll be adept at policy, planning and strategy.

While knowledge of local authority and political environments would be ideal, it’s more important that you can bring us the ability to summarise complex or lengthy documentation and work closely with senior managers to prepare reports and briefings for committees, boards, and other key strategic groups. You’ll also be comfortable using data to develop evidence-based policies and strategies.

That’s where our Transport & Highways function comes in. And that’s also where you could become the go-to commercial specialist for all contract and procurement activity and have the chance to help shape the future of the function.

We’ll look to you to provide specialist commercial support to Transport & Highways on procurement and contractual matters. It will see you prepare tender and contract documents, including bills of quantities, and review and approve contract documentation prior to tendering, making sure that it’s all up to standard.

You’ll be developing and managing contract audit programmes and carrying out audits across all highway service contracts. You’ll regularly review and monitor live contracts covering professional services, maintenance, and construction. You’ll also offer valuable commercial support to the contract project manager on key contractual matters, which will range from programme validation and early warning review to compensation event process and project manager assessments.

Lastly, you’ll develop your team and make sure they have the commercial and cost control training they need to reach their full potential and perform at their best.

It would be desirable to have a degree in quantity surveying or commercial management accredited by the Royal Institution of Chartered Surveyors (RICS) or similar, and hopefully be a chartered member of RICS. You’ll certainly bring us experience in a highway maintenance/major projects environment.

Motivated and a talented team manager, you’ll be able to prioritise and manage workloads to meet deadlines, and plan and evaluate work programs. Ideally, your background will include knowledge of financial regulations and sound commercial management, the management of construction projects and process improvement, and working with designers, contractors and more to ensure good cost control and delivery.

There’s a strong focus on this service, and this is your chance to make your mark in defining and delivering robust health and safety procedures and standards right across the board.

We’ll look to you to see that Health and Safety, Environmental and Quality standards (HSEQ) are maintained throughout Transport & Highways. That will involve checking the quality of procedures adopted by Highways staff, partners and contractors, and making sure all projects are delivered in full compliance with HSEQ regulations.

You’ll also check that the quality of designs and proposals put forward by partners and contractors meet standards and regulations and apply the same focus when you work alongside the major projects team, whether you’re looking at in-house design packages or documentation, providing advice or raising issues to the CDM Principal Designer and Team Leader. Throughout, you’ll support our supply chain and promote HSEQ improvements across the service.

Together with NEBOSH Diploma or equivalent, you’ll have membership of IOSH plus a CSCS Health & Safety card. A NEBOSH Construction Certificate would be ideal. You should also bring us relevant experience in a highway maintenance/major projects environment including an understanding of HSE legislation and regulations and managing HSEQ.

You’ll certainly be familiar with managing process improvement in a way that complies with CDM regulations and other H&S legislation, while you’ll ideally have managed HSEQ training and development, and worked alongside other disciplines and contractors. We’ll look to you to manage the road space so that traffic keeps flowing and equipment ranging from traffic signals to VMS and bollards is all working to support it.

More specifically, you will manage the team providing strategic direction on the operation of traffic signals in the city, and lead on managing our investment programme for network management. The regulation of all aspects of design and operation of the City’s traffic signals systems will be part of your wide-ranging brief, plus you’ll control the annual revenue budget so that programs are delivered on time and to budget.

You’ll need significant experience in the design, modelling, installation, commissioning and management of the operations of traffic signal controls in a city. You should be competent to discharge the duties of Principal Designer under CDM regulations and bring us a good understanding of the NEC suite of construction contracts. In addition, you’ll need knowledge of strategic and micro-simulation traffic modelling.

From contracts and finance to statutory and legislative compliance, you’ll take overall responsibility for the strategy and management of highway assets. That will see you lead, manage, and develop the business and service plan for Highway Asset Management, including Street Lighting, Drainage, Structures, Highways Condition and Data & Systems Management services.

Managing the interrogation of all asset data, you’ll provide recommendations and guidance to team members and other colleagues around programming a suite of preventative maintenance, maintenance, and asset replacement programmes so that all assets are managed cost-effectively and within budget. You’ll also advise on the delivery of highway asset management services, including legislative and policy compliance, health and safety, procurement, and contract management.

Throughout, you’ll develop, implement and review strategy, policy, process, and procedure that provides continuous improvement right across the board, including contract management, street lighting, ITS, and data & systems management.

You’ll be able to bring us substantial knowledge of asset management systems and approaches. In addition, your background will have given you expert understanding of standards, codes of practice and guidance relating to asset management, and an in-depth knowledge of health & safety and CDM regulations.
